If it's a case of the License Agreement message box shows but cannot scroll or see buttons try clicking into text then press Tab Spacebar. If that doesn't dismiss the License Agreement message box then use the ovftool from the Command Line using the --acceptAllEulas option which accepts all end-user licenses agreements without being prompted.
